In 1993, the Maastricht Treaty introduced the concept of a Common Foreign and Security Policy for the European Union. It was pre-dated by over 40 years by the North Atlantic Treaty, and the rejection of the European Defence Community Treaty.
The world has changed rapidly - in the former Yugoslavia, Ukraine, Georgia, Gaza, Syria and beyond. US support for NATO is questioned as never before, while the UK seeks a place in security and defence from outside of the EU.
An expert panel of academics and diplomats will look at what has changed, why, and what might lie ahead - for the continent and for the UK and Scotland.
Consul General Christiane Hullmann, Federal Republic of Germany
Professor Peter Jackson, Chair in Global Security, University of Glasgow; Executive Director, SCGA
Consul General Stéphane Pailler, French Republic
Professor Brigid Laffan, Emeritus Professor at the European University Institute; Chancellor, University of Limerick
Consul General Ignacio Cartagena Núñez, Kingdom of Spain
